As a newbie Human, Hogger is one of the first elite group quests you’ll ever have thrown at you. New players generally don’t really ‘get’ the whole elite/group concept until Hogger. An unsuspecting Mage will Fireball Hogger and immediately get owned in the face if they’re alone. All of a sudden, the elite status makes sense. So yes, he streamrolled a lot of unprepared newbies.
His pop culture status was born largely because of silly little things that players (and Blue posters) did involving him. Raids on Hogger consisting purely of level 1 characters, things like that. Hogger didn’t build his own reputation, players built it for him.
